Examiner Education Overview


 

To fulfill its mandate to, “prescribe uniform principles and standards for the federal examination of financial institutions,” the FFIEC conducts training programs for federal and state financial institution examiners. The FFIEC’s Examiner Education Office administers the many facets of that work. The goals of the training program and the Examiner Education Office are to:

  • Promote training efficiency by encouraging consistency of examiner education through joint sponsorship of interagency training.
  • Develop, maintain and deliver timely, cost-effective and state-of-the-art interagency training.
  • Serve as a clearinghouse of training opportunities offered by the member agencies; and
  • Provide support to the initiatives of the Council and its task forces.

Since its inception in 1979, the Examiner Education Office has administered training in-person and virtually for over 150,000 participants. All programs are offered under the auspices of the Task Force on Examiner Education, whose principal members are officers of the Council-member agencies and a representative from the State Liaison Committee who oversee examiner training. Programs are expressly designed to meet the needs of post-commissioned examiners.

The Examiner Education Office offers training using various delivery methods for its courses and conferences since introducing two self-study training courses in 2002. The office relies heavily on the private sector for instructors. Bankers, attorneys, accountants, and consultants bring outside expertise to the classroom. This provides a source of instructors to supplement those found in agency examiner training and policy staff. These staff members from participating agencies provide lectures on regulatory topics.

 

Who may attend our conferences and training courses?

Programs are open to the staff of federal and state financial institution regulatory agencies (Board of Governors of the Federal Reserve System, Consumer Financial Protection Bureau, Federal Deposit Insurance Corporation, National Credit Union Administration, and Office of the Comptroller of the Currency). Staff members from other regulatory agencies will be accommodated if space is available. The Basic International Banking Self-Study is available for sale to the public.

 

Registration

Council-member agency staff register through their agency's training headquarters. State financial institution regulatory staff should attempt to register through a Council-member agency (some provide partial financial sponsorship) or through their association of state supervisors. State bank examiners may also register directly with the FFIEC. Foreign applicants should look for registration information in the Federal Reserve System section of this catalogue.

It is suggested that state agencies submit their training requests before the last week of June for the following calendar year. This will be helpful in planning the number of sessions for each program. Otherwise, availability may be limited.

Training Enrollment Correspondence and Pre-Course Study Materials

The Examiner Education Office distributes all course information and pre-course study materials through the FFIEC Examiner Education University E2U) (Learning Management System. Member agencies are apprised of detailed course offerings annually once the FFIEC annual calendar is confirmed. Participants should expect enrollment information to be provided directly to them from the E2U system no later than 30 days prior to the session date. These correspondences contain registration to the E2U platform instructions, location, start and end times of the program, and any pre-course requirements.

Some courses have required pre-course materials or surveys that enrollees must complete to guarantee enrollment in the course.

Participants should meet all course or conference prerequisites as stated in the course catalog. When in doubt, Attendees or training agency contacts should contact our FFIEC Registration team for more information to determine eligibility.
